That was Governor Howard Dean on December 8, 2004, announcing his "50 State Strategy" -- the foundation of his campaign to become Chair of the Democratic National Committee and move America in a new direction. It didn't take long for Dean's vision to be realized right here in California. As is now legend, McNerney was the only challenger to defeat an incumbent in California and the only challenger in the country to defeat a sitting chair of a House Committee.
